  26. # 1. A comprehensive study of computer      #
  27. #    Capabilities and the discontinuance    #
  28. #    of certain employee positionc          #
  29. #    makes it NECESSARY to give serious     #
  30. #    consideration to the termination of    #
  31. #    surplus personnel.                     #

  33. # 2. In accordance with department policy   #
  34. #    a new program has been instituted      #
  35. #    to phase out old personnel by the      #
  36. #    end of the fiscal year effective       #
  37. #    IMMEDIATELY.                           #
  38. #    It shall be known as RAPE              #
  39. #    (RETIRE ALL PERSONNEL EARLY).          #

  41. # 3. Employees who have been RAPED will     #
  42. #    be given an opportunity to seek other  #
  43. #    employment, provided while being       #
  44. #    RAPED, they request a review of thier  #
  45. #    employment record before the discharge #
  46. #    takes place. This phase will be known  #
  47. #    as the SCREW (SURVEY CAPABILITIES      #
  48. #    OF RETIRED EARLY WORKERS).             #

  50. # 4. All employees that have been RAPED     #
  51. #    or SCREWED may apply for final review. #
  52. #    This will be called SHAFT (STUDY OF    #
  53. #    HIRE AUTHORITY FOLLOWING TERMINATION). #
  54. #    Present departmental policy dictates   #
  55. #    that employees may be RAPED once       #
  56. #    and SCREWED twice, but may get the     #
  57. #    SHAFT as many times as the department  #
  58. #    deems appropriate.                     #
